農民房屋徵地拆遷 將單獨補償 - 臺灣新浪網 Mar 16th 2012, 21:43 北京新浪網 (2012-03-17 05:09) 　　《土地管理法》修訂： 　　農民房屋徵地拆遷 　　將單獨補償 　　記者15日從國土資源部了解到，《土地管理法》修訂中有關重點制度設計的工作正在抓緊推進，將圍繞徵地制度改革，重點完善徵地補償安置制度，解決被徵地農民發展權問題﹔將保障被徵地農民居住水平有改善，對農民房屋拆遷不再簡單地按附著物補償，要單獨給予補償。 　　國土資源部表示，在徵地制度改革中，首先將明確徵地範圍，與《國有土地上房屋徵收與補償條例》相銜接，對公共利益進行界定。同時，拓寬補償安置方式，改變單一一次性貨幣安置為主的模式，落實好被徵地農民社會保障，采取就業、培訓、留地、入股等多種安置模式，為被徵地農民留足發展機會和發展資源，土地增值收益向被徵地農民傾斜。 　　在徵地制度改革中，還將保障被徵地農民居住水平有改善，對農民房屋拆遷不再簡單地按附著物補償，要單獨給予補償，重分宅基地的采取房屋重置價安置，不再分配宅基地的則按當地城鎮居民的居住水平安置。 　　此外，法律修訂中還將完善徵地程序，健全完善徵地補償安置爭議協調裁決制度，保障被徵地農民的知情權和參與權。（據3月16日《法制晚報》） This entry passed through the Full-Text RSS service — if this is your content and you're reading it on someone else's site, please read the FAQ at fivefilters.org/content-only/faq.php#publishers.
